(Clayton) on behalf of Shell Oil <br /> Products Company(Shell) for the former Shell Central Valley Crude Oil Pipeline near the <br /> intersection of Mountain House Parkway and Grant Line Road in Tracy: <br /> • 6 August 2004 Workplan for Preliminary Delineation Investigation (Work Plan); <br /> • 13 August 2004 Additional Soil and Groundwater Investigation Report (Report); <br /> • 19 August 2004 Workplan for Monitoring Well Abandonment(Well Abandonment Work <br /> Plan); and <br /> • 30 August 2004 Addendum to Additional Subsurface Soil and Groundwater Investigation <br /> Report (Addendum). <br /> The Work Plan proposes to survey the location of the former pipeline and determine the presence <br /> of petroleum hydrocarbons in soil by digging trenches along the former pipeline location and <br /> observing soil from about 336 soil borings spaced about 25 feet apart. The Report summarizes the <br /> soil and grab groundwater sampling results from 23 borings and the installation of six temporary <br /> monitoring wells. Based on the housing development schedule, the Well Abandonment Work Plan <br /> proposes to destroy the the six monitoring wells that were installed in June 2004. On <br /> 31 August 2004,Regional Board staff spoke with Mike Hurd of Clayton, who said the monitoring <br /> wells have been sampled three times. The third sampling event was conducted after the <br /> preparation of the Report and therefore the results were not included. The Addendum provides <br /> Figures 10 and 11 that were inadvertently left out of the Report. <br /> The Work Plan is not clear about how evidence of pollution from the trenching and borings will <br /> determine whether deeper samples are needed. Regional Board staff concurs with the Work Plan <br /> provided that Shell defines the level recorded by the organic vapor meter that will determine <br /> whether the soil is contaminated. We also concur with the Well Abandonment Work Plan <br /> California Environmental Protection Agency <br /> Zd Recycled Paper <br />
