Joe Lentini - 2 - 13 August 2008
i
DTSC provided review comments for Neighborhood D Areas 4 and 5 where Mountain House
High School is planned for construction. DTSC's general comments requested that all
groundwater investigations be incorporated into a comprehensive report on the extent of
groundwater contamination on the proposed school site. DTSC also recommends moving one
of the proposed down-gradient monitoring wells from each of Areas 4 and 5 to locations up-
gradient of the former pipeline alignment. DTSC also recommends collecting soil gas samples
at 5 and 15 feet bgs in one of the proposed down-gradient well locations. DTSC is concerned
that previous soil vapor samples may have been collected too soon following the soil removal
activities for vapors to equilibrate in the source area. A copy of DTSC's review comments is
attached.
Regional Water Board staff concurs with the proposed scope of work outlined in the Work
Plan with the addition of the soil vapor samples and monitoring well location adjustments
requested by DTSC. In addition, Regional Water Board staff requests that soil and
groundwater samples be analyzed for naphthalene and sulfur compounds (such as sulfate and
hydrogen sulfide) or that a discussion be provided of the potential occurrence of these
constituents in the crude oil contamination and whether their additional analysis is necessary.
The report for the proposed scope of work is due to this office by 14 November 2008. Provide
a revised Figure 3 for review and concurrence before the start of field activities. Provide at
least one week notice of the field schedule prior to commencing field activities.
