DTSC COMMENTS
GROUNDWATER MONITORING WELL INSTALLATION WORKPLAN
FORMER SHELL CENTRAL VALLEY CRUDE OIL PIPELINE
NEIGHBORHOOD C and D
MOUNTAIN HOUSE, CALIFORNIA
The Groundwater Monitoring Well Installation Workplan, Former Shell Central Valley
Crude Oil Pipeline Neighborhood C and D (Monitoring Well workplan) was
developed for Shell Oil Products (Shell) and submitted to the Central Valley
Regional Water Quality Board for review. The Monitoring Well workplan proposed to
install 14 monitoring wells along 5,200 feet of two former Shell Oil Central Valley
Crude Pipelines (pipelines) that transected Neighborhood C and D. DTSC
coordinates with the review of the Monitoring Well workplan because 1 ,000 feet of
the pipeline transected the proposed Mountain House High School site.
The pipelines were located in the residential area known as Mountain House in
Tracy, California. Soil and groundwater contamination were identified when the
pipelines were removed in 1960. A Removal Action Report (SAIC, March 2007)
summarized the removal of 131,228 cubic yards (cy - 17,000 cy from MHHS) of soil
contaminated with total petroleum hydrocarbons (TPH). Soil and soil-gas
confirmation samples were collected to verify that the removal was complete.
The following DTSC staff reviewed and provided comments on the Monitoring Well
workplan. Please contact the Project Manager if you have any questions regarding
the comments. Original comments from the Toxicologist are available for review in
the DTSC project file.
Kamili Siglowide Gabriele Windgasse, Ph.D.
Project Manager Staff Toxicologist
Department of Toxic Substances Control Department of Toxic Substances Control
8800 Cal Center Drive 8810 Cal Center Drive
Sacramento, California 95826 Sacramento, California 95826
ksiglowi,cni dtsc.ca.gov gwindgas dtsc.ca.gov
(916) 255-6527 (916) 255-6651
GENERAL COMMENTS:
1. DTSC is working with Shea Mountain House LLC to evaluate the proposed Mountain
House High School, located in Neighborhood D, to determine if environmental
hazards exist at the site. DTSC comments on this report are relevant to the extent of
pipeline located on the proposed MHHS site.
2. All groundwater investigations should be incorporated into a comprehensive report
on the extent of groundwater contamination on the proposed school site.
