Wilmington Avenue <br /> Carson, CA 90810 <br /> APPROVAL OF A SOIL REMOVAL PLAN AND WELL INSTALLATION PLAN, MOUNTAIN <br /> HOUSE NEIGHBORHOOD B, FORMER SHELL CENTRAL VALLEY CRUDE OIL <br /> PIPELINES, TRACY, SAN JOAQUIN COUNTY <br /> Staff of the California Regional Water Quality Control Board, Central Valley Region (Regional <br /> Water Board) has reviewed the 3 April 2006 Remedial Action Work Plan, Former Shell Central <br /> Valley Crude Oil Pipelines, Neighborhood B, Parcel 209-06-08, Tracy (Soil Removal Plan) and <br /> the 30 June 2006 Well Installation Work Plan, Areas B-3 and B-4 (Well Installation Plan) <br /> submitted by Science Applications International Corporation (SAIC) on behalf of Shell Oil <br /> Products US (Shell) for the portion of the planned Mountain House development known as <br /> Neighborhood B (site). The Soil Removal Plan was submitted as a remedial action plan to <br /> address cleanup of soil contamination at a portion of the site. A remedial action plan is a <br /> decision document that typically provides a final plan for complete site cleanup. Therefore, the <br /> Soil Removal Plan is viewed as an interim remedial action that partially addresses this <br /> requirement. <br /> The Soil Removal Plan proposes remediation of soil polluted with petroleum hydrocarbons <br /> released from the former Shell crude oil pipeline beneath the planned development. In <br /> addition, Shell proposes to collect soil samples for leachability testing to evaluate the potential <br /> threat to groundwater quality from remaining soil contaminants. Th-e soil remediation and <br /> investigation findings will be summarized in a written report that will include an evaluation of <br /> the potential threat to groundwater following property redevelopment. Recommendations for <br /> further site activities will be made, if warranted, based on the investigation results. A remedial <br /> strategy for groundwater protection will be provided in a separate document based on future <br /> groundwater data and soil leachability testing. <br /> In the Soil Removal Plan, Shell proposes to remediate shallow petroleum hydrocarbon <br /> impacted soil in twelve areas along the former pipeline by excavation and offsite disposal. Soil <br /> will be excavated to depths ranging from 9 feet to 15 feet below ground surface (bgs). <br /> Anticipated lateral dimensions of the excavations range from 20 feet by 20 feet in Areas B-1, <br /> B-5, B-10, and B-12 to 40 feet by 200 feet in Area B-3b. The excavations are anticipated to <br /> generate approximately 12,000 cubic yards of soil. The initial focus will be on removing areas <br /> of previously identified impacted soil and proceeding laterally in all directions.
