Wilmington Avenue <br /> Carson, CA 90810 <br /> RESIDENTIAL WELL MONITORING PLAN, FORMER SHELL CRUDE OIL <br /> PIPELINES, HANSEN ROAD NEAR SCHULTE ROAD, TRACY, SAN JOAQUIN <br /> COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley <br /> Water Board) staff reviewed the following letters and reports for the Former Shell <br /> Central Valley Crude Oil Pipeline at Hansen Road near Schulte Road in Tracy (Site). <br /> The letters and reports were submitted by Conestoga- Rovers & Associates (CRA) on <br /> behalf of Equilon Enterprises LLC doing business as Shell Oil Products US (Shell). <br /> 8 June 2010 Notice of Residential Sampling at 24080, 24322, 23928, 24380, and <br /> 24184 Hansen Road (Notices) <br /> 11 June 2010 Property Access Notification - Update (Update) <br /> • 30 July 2010 Residential Well Monitoring Report (Residential Well Report) <br /> • 15 October 2010 Site Investigation Report (Investigation Report) <br /> The four submittals were prepared to document the investigation of soil and <br /> groundwater pollution associated with the 2001 removal of 3,000 linear feet of two <br /> 8-inch diameter inactive crude oil pipelines that once reached from the Central Valley to <br /> the Bay Area. Soil contaminated with petroleum hydrocarbons adjacent to and below <br /> the former pipelines was excavated from two trenches (Trenches 3 and 4) to depths <br /> ranging from six to 20 feet below ground surface (bgs) and excavated to four feet bgs <br /> from four additional trenches (Trenches 1, 2, 5, and 6). All the trenches were <br /> subsequently backfilled. Soil and groundwater samples collected from trenches 1, 5, <br /> and 6 had low levels of total petroleum hydrocarbons (TPH). Current site use is <br /> agricultural but the property is scheduled for development. Figure 2 of the Investigation <br /> Report shows that there are six domestic supply wells at residences along Hansen <br /> Road northwest of the Site and one domestic supply well at a residence on Hansen <br /> Road southwest of the Site. <br /> Shell contacted the owners of six of the seven wells and determined that five are <br /> operational and could be sampled. The Notices were sent to those five residents <br /> notifying them that residential well sampling was scheduled for 15 June 2010.
