Box 5155 <br /> San Ramon, CA 94583 <br /> CLOSURE REQUEST, FORMER UNOCAL BULK PLANT, PORT OF STOCKTON, <br /> SAN JOAQUIN COUNTY <br /> Enclosed is a memorandum which summarizes my review of documents,associated with <br /> the former Unocal bulk plant and adjacent bulk fuel facilities at the Port of Stockton. <br /> Also enclosed is a copy of Attachment B to the Tri-Regional Board Staff Recommenda- <br /> tions for Preliminary Investigation and Evaluation of Underground Tank Sites, Requests for <br /> Closure. <br /> My findings are summarized below: <br /> 1. Based on current data, the soil and ground water contamination due to underground <br /> storage tank (UST) operations at Unocal have been remediated. <br /> 2. The residual petroleum contamination occasionally detected in LTO/MW-3 is likely <br /> the result of ST Services.operations because this well is side gradient from the <br /> former UST locations and downgradient from.ST Services. <br /> 3. The chlorinated and petroleum hydrocarbon contamination in UO/MW-5 is likely <br /> caused by other terminals and not by Unocal's UST operations because UO/MW-5 <br /> is closer to PS/P-14, PS/MW-15, and other Stockton Terminals Technical Committe <br /> (STTC) wells and quite distant from the former UST locations: . Furthermore, 1,2- <br /> dichloroethane was detected only in UO/MW-5 and not in the other Unocal <br /> monitoring wells. <br />
