The STTC currently monitors groundwater at the <br /> Buckeye Partners, L.P. (Buckeye) and Tesoro Petroleum Company Inc. (Tesoro) bulk fuel <br /> facilities at the Port of Stockton in Stockton, San Joaquin County, in accordance with the <br /> 1 August 2017 Monitoring and Reporting Program No. R5-2017-0826 (the MRP). The Report <br /> summarizes field activities and monitoring data associated with the fourth quarter 2016 through <br /> third quarter 2017 groundwater monitoring events. <br /> According to the sample data presented in the Report, dissolved hydrocarbon concentration <br /> trends beneath the Site and downgradient continue to be stable to decreasing. Stantec did not <br /> observe measurable separate phase hydrocarbons (SPH) or sheen during the reporting period. <br /> The Report includes a recommendation to change the Site monitoring well purge methodology <br /> from a three-casing-volume purge to low-flow purge. A low-flow purge approach is currently <br /> utilized at the nearby KMEP - Stockton Terminal (GeoTracker Global ID#SL373513623) and <br /> Nustar (GeoTracker Global ID #SL0607733381) environmental cleanup cases. Central Valley <br /> Water Board staff approves STTC's recommended change to low-flow purging at the Buckeye <br /> and Tesoro bulk fuel facilities.
