Recent Regulatory Communications <br /> The Letter and this Response reference the following documents, recent communications, and <br /> meetings that pertain to the recent and proposed work. <br /> • Work Plan for Additional Monitoring Well Installation, dated May 16, 2008 (Well Installation <br /> Work Plan). <br /> • Addendum to Work Plan for Additional Monitoring Well Installation, dated July 2, 2008 <br /> (Well Installation Addendum) <br /> • Evaluation of Remedial Alternatives for D Zone Groundwater, dated September 5, 2008 <br /> (Remedial Evaluation). <br /> • Addendum to Evaluation of Remedial Alternatives for D-zone Groundwater, dated <br /> September 15, 2008 (Remedial Evaluation Addendum). <br /> • Monitoring Well Destruction, Installation and Additional Assessment Report, dated <br /> December 15, 2008 (Assessment Report). <br /> • Pilot Study Work Plan and Revised Contingency Plan, dated January 29, 2009 (Pilot Study <br /> Work Plan). <br /> • Fourth Quarter 2008 and Annual Groundwater Monitoring and Remedial Summary Report, <br /> dated January 31, 2009 (2008 Annual Report). <br /> • Monitoring Well Replacement and Hydrogen Peroxide Pilot Study Work Plan, dated <br /> April 1, 2009 (1-12O2 Work Plan). <br /> Additionally, the Letter referenced a December 10, 2008 meeting between STTC and the RWQCB. <br /> The following summary outlines the chronology of reports and work. <br /> In response to the RWQCB's April 25, 2008 letter, STTC proposed to install wells in the "A", "B", <br /> "C", and "D" zones in the vicinity of well PS/MW-20 (May 16, 2008 Well Installation Work Plan). <br /> STTC originally proposed to install well TS/MW-3D as a "D" zone remedial injection well near <br /> existing well TS/MW-2D in Stantec's July 2, 2008 Well Installation Addendum. The RWQCB's <br /> July 30, 2008 letter approved STTC's proposal but requested a feasibility study evaluating remedial <br /> alternatives, a proposed alternative for pilot testing well TS/MW-3D, and a strategy for evaluating <br /> the vertical extent of impacts in the vicinity of well TS/MW-2D. In compliance, Stantec submitted <br /> the September 5, 2008 Remedial Evaluation. In response, the RWQCB communicated concerns <br /> regarding the strategy for evaluating the vertical extent of impacts in a September 15, 2008 <br /> conference call with Stantec and Tesoro. During the call, a phased approach was agreed to and <br /> documented in Stantec's September 15, 2008 Remedial Evaluation Addendum. The RWQCB <br /> concurred with the proposed pilot testing to mitigate "D" zone impacts and the phased approach for <br /> evaluating the vertical extent of those impacts in the RWQCB's September 18, 2008 letter entitled <br /> D Zone Groundwater Remedial Alternatives Evaluation. Stantec subsequently learned the Sonic <br /> drilling methods would allow the vertical extent sampling to be completed in a single mobilization. <br /> This was verbally communicated to RWQCB on or about September 18, 2008. The results of the <br /> well installations, destructions, and assessment activities were presented in Stantec's <br /> December 15, 2008 Assessment Report. In response to the RWQCB's December 15, 2008 letter <br /> entitled Third Quarter 2008 Site Status, Groundwater Monitoring and Remedial Summary Report <br /> and previous letters, Stantec submitted the January 29, 2009 Pilot Study Work Plan to present a <br /> scope of work for a pilot study to mitigate groundwater impacts in the "D" zone near well <br /> TS/MW-2D. <br /> 1 oft <br />
