Stantec Consulting Corporation (Stantec), formerly SECOR International, Inc. <br /> (SECOR), submitted the document on behalf of the Stockton Terminals Technical Committee <br /> (STTC). STTC is comprised of three bulk fuel facilities at the Port of Stockton (Site) including <br /> British Petroleum (BP,formerly ARCO), Tesoro Petroleum Company Inc. (Tesoro), and Time Oil <br /> Company. <br /> The Addendum was submitted as a follow-up to the 19 May 2008 Work Plan forAdditional <br /> Monitoring Well Installation (Work Plan) and a 5 June 2008 meeting between the STTC and <br /> Regional Water Board staff. Meeting attendees besides myself included Mr. Sergio Morescalchi <br /> of ARCO, Mr. Jeffery Baker of Tesoro, Mr. Rusty Benkowsky and Mr. Gary Haeck of Stantec, <br /> and Ms. Wendy Cohen of the Regional Water Board. One itern we discussed was the data <br /> trends obtained from the OW-3 and TS/MW well clusters. <br /> Monitoring wells OW-3C and OW-31D are sometimes buried during site operations at the A Plus <br /> Materials recycling facility. These operations hamper monitoring activities required by Monitoring <br /> and Reporting Program (MRP) No. R5-2004-0823. The Addendum proposes to destroy <br /> monitoring wells OW-3C and OW-3D and to reinstall the wells about 200 feet south of their <br /> current locations so that access will no longer be restricted. <br /> Also discussed during the meeting was the 1,700 microgram per liter (pg/L) concentration of <br /> tertiary butyl alcohol (TBA), and the increasing concentrations of benzene and total petroleum <br /> hydrocarbons as gasoline (TPHg) observed in TS/MW-2D. You stated that Tesoro intends to <br /> submit a work plan to mitigate the elevated petroleum hydrocarbons observed in the C & D zones <br /> at this location. As such, the Addendum proposes to install remedial injection well TS/MW-3D <br /> well near existing TS/MW-2D to conduct pilot testing to address groundwater pollution in that <br /> vicinity. <br /> California Environmental Protection Agency <br /> ¢bs Recycled Paper <br />
