Mr. Jeff Baker - 3 - 30 July 2008
Stockton Terminals Technical C(*ittee is
program. The proposal must include a discussion of the TBA data, including adding TBA to
the OS monitoring program.
4. As stated in our 25 April 2008 letter, the STTC estimates that the total amount of
hydrocarbons destroyed by the OS system to date represents an overestimation, since the
lifetime cumulative system operation is about 50%, and the system frequently delivers oxygen
instead of ozone. During the 5 June meeting, the STTC stated that a firm has been hired to
upgrade the OS system to solve the wintertime shutdown problems that are caused by high
groundwater. Please provide updates on this effort in future quarterly monitoring reports.
In summary, the following items are due by the dates shown:
• By 29 August 2008, a time schedule to abandon and relocate monitoring wells OW-3C
and OW-31D and to install the three B to D zone monitoring wells in the vicinity of PS/MW-
20A and submit a Report of Findings;
• By 5 September 2008, an FS of several remedial technologies that selects one or two for
pilot testing to mitigate D zone pollution in the vicinity of TS/MW-2D at the Tesoro site; and
• By 19 September 2008, the proposed list of petroleum hydrocarbons and trigger
concentrations to incorporate into the OS monitoring program.
If you have any questions regarding this letter, you may contact me at (916) 464-4811 or by
email at betaylor@wate oards.ca.gov.
BRIAN TA OR, P.G.
Engineering Geologist
cc: Ms. Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Mr. Mark Chandler, Time Oil Company, Seattle, WA
Mr. Sergio Morescalchi, BP, San Ramon
Mr. Gary Haeck, Stantec Consulting Corporation, Rancho Cordova
Mr. Jeffrey Wingfield, Port of Stockton
Mr Mark O'Brien, Environmental Risk Services Corporation, Alamo
Mr. Jeremy Hughes, Levine Fricke, Granite Bay
Mr. Joe Aldridge, NuStar, San Antonio, TX
Ms. Amanda Spencer, Ash Creek Associates, Portland, OR
