Box 2089 P.O. 982 <br /> Stockton, CA 95201 Stockton, CA 95201-0982 <br /> GROUND WATER INVESTIGATION WORK PLAN, BULK TERMINALS SITE, PORT OF STOCKTON, <br /> San Joaquin County <br /> We have reviewed Ground Water Investigation Work Plan, Bulk Terminals Site, Port of Stockton report <br /> received on 15 July 2005. The report describes a two-phase soil and groundwater investigation to <br /> determine past, present and fixture impacts to groundwater and surface water from outside storage of <br /> bulk product at the Port of Stockton. Phase 1 is a hydrogeologic characterization of the vadose zone and <br /> groundwater and Phase II is monitoring well installation and quarterly groundwater monitoring. The <br /> report is well thought out and addresses most of Regional Boards staff(staff) concerns. The following <br /> address staff comments and concerns: <br /> Comments <br /> 1. Section 3.1.2.1 Boring and Sampling Location <br /> a. Southeastern Petroleum Coke Stockpile Areas <br /> The report states at C-3 and C-4 that soil samples will be taken to characterize vadose <br /> zone soils. The proposed borings are adjacent to the pile areas. The soil boring should be <br /> placed in the stockpile area so that they characterize soil beneath the stockpiles and any <br /> potential threat to groundwater. <br /> b. Northern (Dock 13) Stockpile Area <br /> Borings C-7 and C-8 are located adjacent to the coke and coal stockpiles and are not <br /> representative of potentially impacted soils beneath the stockpiles.
