R5-2004-0823 <br /> CALIFORNIA WA ER CODE SECTION 13267 <br /> FOR <br /> STOCKTON TERMINALS TECHNICAL COMMITTEE <br /> ARCO PRODUCTS COMPANY, TESORO PETROLEUM COMPANY, <br /> AND TIME OIL COMPANY <br /> BULK F 11 L TERMINALS <br /> STOCKTON, S N JOAQUIN COUNTY <br /> Figure I shows the area of the Port of Stockton where ARCO Products Company, Support <br /> Terminals Operating Partnership, LP (ST Services), Tesoro Petroleum Company, Time Oil <br /> Company, and Kinder Morgan Energy Partners through its operating partnership SFPP, L.P. <br /> (KMEP) have used or currently use for petroleum bulk storage and distribution. ARCO Products <br /> Company, Tesoro Petroleum Company, and Time Oil Company compose the Stockton Terminals <br /> Technical Committee (STTC), are jointly responsible for the investigation and cleanup of pollution <br /> on and offsite the STTC terminals, and are hereafter referred to as "Discharger." In February 2004, <br /> ST Services discontinued its membership in the STTC and began groundwater monitoring and <br /> remediation separately from the STTC. KMEP has never been a member of the STTC and is also <br /> performing its own groundwater remediation and monitoring. <br /> Operations at all facilities have resulted in petroleum hydrocarbon pollution of soil and groundwater <br /> beneath the terminals. This pollution impaired the beneficial use of this water resource. First <br /> encountered groundwater fluctuates seasonally between about two to 10 feet below ground surface. <br /> There are four identified groundwater bearing zones at the site. Local groundwater flow is to the <br /> east-southeast. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Existing data and information about the site show the <br /> presence of various chemicals, including total petroleum hydrocarbons (TPH) as gasoline, TPH as <br /> diesel, benzene,toluene, ethylbenzene, xylenes, methyl tertiary butyl ether(MTBE), tertiary butyl <br /> alcohol (TBA), tertiary amyl methyl ether(TAME), and di-isopropyl ether(DIPE) emanating from <br /> the property resulting from the Discharger's past operations. The Discharger shall not implement <br /> any changes to this MRP unless and until a revised MRP is issued by the Executive Officer. This <br /> MRP replaces the requirements listed in MRP No. 5-01-819, which was issued on 28 March 2001. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring or extraction wells, the Discharger shall submit plans <br /> and specifications to the Regional Board for r view and approval. Once installed, all new wells <br /> shall be added to the monitoring program and shall be sampled and analyzed according to the <br /> schedule below. <br />
