Prior to the Revised Report and CP Addendum, ARCO submitted the <br /> 21 April 2003 Remedial Action Plan (RAP) as Appendix B in the 28 April 2003 Corrective <br /> Action Plan (CAP) submitted by SECOR International Incorporated on behalf of the Stockton <br /> Terminals Technical Committee. Regional Board staff's 9 May 2003 letter stated that ARCO <br /> must submit the RAP separately instead of as an appendix to the CAP. On 5 June 2003, <br /> Regional Board staff met with you, ARCO and URS representatives to discuss the RAP. <br /> The Revised Report proposes to conduct a one-year sulfate and nitrate injection pilot study to <br /> evaluate the feasibility of this in-situ enhanced bioremediation technology. ARCO will inject a <br /> sulfate/nitrate/nitrogen/phosphorous solution continuously into three existing on site wells that are <br /> screened in the A water bearing zone for three months. The sulfate and nitrate will act as electron <br /> acceptors, and the nitrogen and phosphorous are to balance the nutrients in the subsurface to <br /> promote growth of microorganisms. ARCO has determined that the area of petroleum pollution is <br /> anaerobic and the addition of nitrate and sulfate will enhance the ability of the microorganisms to <br /> degrade the petroleum pollution under these conditions. The Revised Report proposes to sample <br /> nine downgradient wells and one upgradient well to monitor the effectiveness of the injection and <br /> evaluate whether concentrations of nitrate and sulfate increase above baseline concentrations, <br /> which will stop the pilot study. <br /> On 28 July 2003, Regional Board staff requested additional information regarding the <br /> contingency plan (CP) if the proposed injectants traveled further than estimated or were at <br /> concentrations that exceeded baseline concentrations.
