(Tesoro) for the bulk fuel <br /> terminal at 3003 Nary Drive in Stockton(site). The Report discusses the excavation and <br /> sampling activities performed to address a spill from an oil-water separator caused by a failed <br /> check valve in May 1999. Tesoro removed the liquid product on the ground surface and from <br /> shallow trenches,pumped groundwater from nearby monitoring well TS-10, and excavated about <br /> 240 cubic yards of polluted soil. <br /> As part of the remedial efforts, Tesoro treated polluted soil by limited aeration on soil pads <br /> constructed at the site in accordance with San Joaquin Valley Unified Air Pollution Control <br /> District guidelines. Tesoro collected 19 soil samples along the sidewalls of the excavation and <br /> 10 samples from the aerated soil. These samples were analyzed for total petroleum hydrocarbons <br /> as gasoline (TPHg),benzene, toluene, ethylbenzene, total xylenes, and methyl tertiary butyl ether <br /> (MTBE). The excavation samples contained levels of TPHg,toluene, ethylbenzene, total <br /> xylenes, and MTBE that may be related to site operations rather than the 1999 spill. The aerated <br /> samples did not contain any constituents above the method detection limits except for TPHg that <br /> the laboratory identifies as heavily weathered gasoline. Tesoro proposes to continue aeration of <br /> the polluted soil and if necessary, add nutrients to aid degradation, as well as collect samples <br /> semiannually for TPHg. <br /> As proposed, Tesoro will collect soil samples from the aerated soil during April and October and <br /> report these results by 31 May 2002 and 6 December 2002,respectively. By 15 March 2002, <br /> please submit a work plan to collect confirmation soil and groundwater samples from the edges <br /> of the excavation along with a schedule to collect the samples when site water levels are <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
