(Tesoro) for the bulk fuel terminal at 3003 Navy Drive in Stockton (site). The <br /> Work Plan proposes to collect 16 shallow soil samples from the area of the former oil-water <br /> separator that had a release in May 1999,but not grab groundwater samples due to the proximity <br /> of site monitoring wells. Tesoro will collect the samples using a hand auger or shovel from just <br /> below ground surface and analyze the samples for total petroleum hydrocarbons as gasoline <br /> (TPHg), TPHd,benzene, toluene, ethylbenzene, xylenes, and methyl tertiary butyl ether. <br /> We have the following comments on the Work Plan: <br /> 1. Although the original confirmation samples did not include sampling for fuel oxygenates, <br /> Tesoro needs to do so for this sampling event. <br /> 2. The Work Plan proposes to collect soil samples from just below ground surface. Tesoro <br /> should vary the depths of the 16 soil samples from just below ground surface to right <br /> above first encountered groundwater,which will provide data from six to about 24 inches <br /> below ground surface. <br /> 3. The Work Plan states that due to the proximity of site monitoring wells, grab <br /> groundwater samples are not needed. Monitoring well TS-10 is the only well in the area <br /> of the 1999 release. The next closest shallow monitoring well(TS/MW-lA) is about 150 <br /> feet west. Based on the difference in concentrations between TS-10 and TS/MW-lA, <br /> Tesoro needs to collect a minimum of three grab groundwater samples from the area of <br /> proposed confirmation samples. <br /> California Environmental Protection Agency <br /> cd Recycled Paper <br /> The energy challenge facing California is real.
