The STTC is composed of <br /> ARCO Products, ST Services, Tesoro Petroleum Company, and Time Oil. The letter contains comments <br /> on the draft revised monitoring and reporting program(MRP), which we sent on 29 December 2000. <br /> STTC proposes to change the sampling frequency of monitoring well AR/MW-lA to semiannual, <br /> eliminate monitoring wells TS-1, TS-4, and TONT-8 from the MRP, list monitoring well TO/WC-IC as a <br /> C-zone monitoring well, list monitoring well TO/WC-lM as a B-zone monitoring well, analyze benzene, <br /> toluene, ethylbenzene, and total xylene (collectively BTEX), and total petroleum hydrocarbons as <br /> gasoline (TPHG)by EPA Method 826013, and that the MRP be re-evaluated in a year to adjust sampling <br /> frequency. <br /> We concur that monitoring wells TO/WC-lC and TO/WC-1M be listed as C-zone and B-zone <br /> monitoring wells, respectively, and that BTEX and TPHG be analyzed by EPA Method 826013. <br /> Monitoring well AR/MW-lA will remain quarterly to provide a control point for plume migration and <br /> for quarterly isoconcentration maps. Monitoring wells TS-I and TS-4 will remain in the MRP because <br /> of their screened interval and they are located in an area of high contaminant concentration where plume <br /> definition is needed. Monitoring well TO/T-8 will also remain in the MRP because it is in an area of <br /> high contaminant concentration. After the MRP has been implemented for a year, STTC may <br /> recommend changes. Enclosed is the final MRP No. 5-01-819, which should be implemented at the site <br /> during the second quarter 2001. <br /> In addition, we have reviewed the 31 January 2001 Fourth Quarter 2000 Groundwater Monitoring <br /> Report(Report) submitted by IT on behalf of the STTC. We have the following comments on this <br /> Report. <br /> 1. The Report does not include an explanation for the groundwater mounding in the A-zone.
