STOCKTON TERMINALS TECHNICAL COMMITTEE SAN JOAQUIN COUNTY Figure 1 shows the area(hereafter Site) of the Port of Stockton which ARCO Products, ST Services, Tesoro Petroleum Company, Time Oil, and Kinder Morgan Energy Partners through its operating partnership SFPP, L.P. (KMEP) have used for petroleum bulk storage and distribution for more than 50 years. Operations at all facilities have resulted in petroleum hydrocarbon pollution of soil and groundwater beneath the terminals. ARCO Products, ST Services, Tesoro Petroleum Company, and Time Oil compose the Stockton Terminals Technical Committee (STTC) and are jointly responsible for the investigation and cleanup of pollution on and offsite the STTC terminals. KMEP has elected not to join the STTC. Groundwater is first encountered at about 10 feet below ground surface. Local groundwater flow is to the east-southeast. Figure 1 shows the STTC terminals surround the KMEP terminal. Thus, there is commingling of plumes from the STTC and KMEP terminals. Consequently, the STTC needs to share its data with KMEP. This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the California Water Code and is designed to delineate groundwater contaminant plumes and determine whether remediation efforts are effective. The STTC shall not implement any changes to this MRP unless and until a revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in MRP No. 93-807,which was issued on 2 July 1993. Prior to construction of any new groundwater monitoring or extraction wells,the Discharger shall submit plans and specifications to the Board for review and approval. Once installed, all new wells shall be added to the monitoring program and shall be sampled and analyzed according to the schedule below. GROUNDWATER MONITORING Figure 1 shows most of the over 90 monitoring wells (MWs) and piezometers at the Site. However, only 69 of these MWs are included in the MRP because some MWs could no longer be located and/or are redundant. MWs and piezometers with separate phase petroleum product or visible sheen shall be monitored for product thickness and depth to groundwater only. Table 1 shows the groundwater monitoring program for the 40 Zone A, 18 Zone B, eight Zone C, three Zone D wells, and any additional wells installed after issuance of this MRP. The groundwater monitoring program for the 69 MWs and any new wells, shall follow the schedule below. Sample collection and analysis shall follow standard EPA protocol shown below: ;.
