CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. <br /> STOCKTON TERMINALS TECHNICAL COMMITTEE <br /> SAN JOAQUIN COUNTY <br /> Figure 1 shows the area(hereafter Site) of the Port of Stockton which ARCO Products, ST <br /> Services, Tesoro Petroleum Company, Time Oil, and Kinder Morgan Energy Partners through its <br /> operating partnership SFPP, L.P. (KMEP) have used for petroleum bulk storage and distribution <br /> for more than 50 years. Operations at all facilities have resulted in petroleum hydrocarbon <br /> pollution of soil and groundwater beneath the terminals. ARCO Products, ST Services, Tesoro <br /> Petroleum Company, and Time Oil compose the Stockton Terminals Technical Committee <br /> (STTC) and are jointly responsible for the investigation and cleanup of pollution on and offsite <br /> the STTC terminals. KMEP has elected not to join the STTC. Groundwater is first encountered at <br /> about 10 feet below ground surface. Local groundwater flow is to the east-southeast. <br /> Figure 1 shows the STTC terminals surround the KMEP terminal. Thus, there is commingling of <br /> plumes from the STTC and KMEP terminals. Consequently, the STTC needs to share its data <br /> with KMEP. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater contaminant plumes and <br /> determine whether remediation efforts are effective. The STTC shall not implement any changes <br /> to this MRP unless and until a revised MRP is issued by the Executive Officer. This MRP <br /> replaces the requirements listed in MRP No. 93-807,which was issued on 2 July 1993. <br /> Prior to construction of any new groundwater monitoring or extraction wells,the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br /> GROUNDWATER MONITORING <br /> Figure 1 shows most of the over 90 monitoring wells (MWs) and piezometers at the Site. <br /> However, only 69 of these MWs are included in the MRP because some MWs could no longer be <br /> located and/or are redundant. MWs and piezometers with separate phase petroleum product or <br /> visible sheen shall be monitored for product thickness and depth to groundwater only. Table 1 <br /> shows the groundwater monitoring program for the 40 Zone A, 18 Zone B, eight Zone C, three <br /> Zone D wells, and any additional wells installed after issuance of this MRP. The groundwater <br /> monitoring program for the 69 MWs and any new wells, shall follow the schedule below. <br /> Sample collection and analysis shall follow standard EPA protocol shown below: ;. <br />
