The work <br /> plan also estimates the volume of product recovered, provides the results of soil and groundwater <br /> sampling, and recommends additional soil and groundwater sampling. The April 2000 work plan <br /> proposes additional excavation and onsite treatment of contaminated soil. My comments are presented <br /> below. <br /> 1. The April 2000 work plan proposes to excavate about 300 yd3 of soil and delineate the extent of <br /> contamination via field methods using an organic vapor analyzer and observing the presence of odor <br /> and/or staining. The proposed field methods maybe appropriate to estimate the extent of <br /> contamination. However, the actual extent of soil contamination must be confirmed by taking <br /> sidewall and depth samples for laboratory analysis. If all of the contaminated soil cannot be removed <br /> by excavation, Tesoro must remediate the soil by some other methods such that contaminants <br /> remaining in soil and leaching to groundwater achieve concentrations between background water <br /> quality and the applicable water quality objective that is technically and economically feasible. <br /> 2. The April 2000 work plan proposes soil excavation to groundwater. Due to the shallow groundwater <br /> at the site, excavation seems to be a cost effective soil remediation alternative. Therefore, Tesoro <br /> should consider removing contaminated saturated soil to the extent feasible and extracting <br /> contaminated groundwater during soil excavation. <br /> 3. The April 2000 work plan proposes to treat excavated soil via limited aeration in accordance with <br /> San Joaquin Valley Unified Air Pollution District. Prior to commencing onsite soil treatment,Tesoro <br /> must submit and obtain Board staff approval of a soil remediation work plan.
