♦ ♦ l <br /> At that time PHS/EHD staff then visually inspected the extracted casing sections and noted stained soil <br /> adhering to the casing exterior from approximately 30 feet bgs to depth (40 feet bgs plus). This suspect <br /> stained soil exuded strong petroleum hydrocarbon odors. No field instruments were available to estimate <br /> the concentrations of these volatile/aromatic compounds. Given these cumulative observations, the well <br /> destruction grouting process cannot be approved by the local agency (PHS/EHD). PHS/EHD was not <br /> present to witness the completion of the destruction process recognizing that no firm estimate of arrival <br /> time for additional grout was given by the C-57 license holder or the consultants representative. <br /> Given these observations, PHS/EHD has concluded that the Tesoro well 17AI shall be destroyed <br /> immediately employing Section 13.17.6. of PHS/EHD Well Standards where, "If the well construction is <br /> unknown and/or is located in an area of known or suspected pollution or contamination, the well shall be <br /> destroyed by removing all material within the original borehole (including the well casing, screen, filter <br /> pack, and annular seal);and the created hole filled completely with appropriate sealing material." <br /> As a result of observing stained soil and petroleum hydrocarbon odors which indicates the potential <br /> existence of petroleum products in the subsurface (30 to 40 feet bgs) at the above referenced site, <br /> PHS/EHD recommends that additional vertical assessment in the vicinity of well 17A 1 be performed under <br /> the directive of CVRWQCB. <br /> PHS/EHD appreciates your cooperation and open communications regarding past, present and future <br /> activities at this site and others in this county.
