Mr. Donovan - 3 - • 21 August 1997
monitoring wells at the site. Staff feels that justification offered for removal of these wells is
insufficient and would prefer that these wells not be removed at this time.
Regarding well PS/MW-16, concurrence of the new lessee of the land that is proposed for agricultural
chemical storage should be obtained. Staff is concerned also that this well is west of Stork Road in an
area that is near, or within, an area of relatively high concentration in the A-zone. Regarding the two
UP-series wells that are proposed for decommissioning, these wells are in the ST lease area and appear
to be screened within the deeper portion of the A-zone. These wells appear from site maps to be near
the zero-concentration line. The ST lease area is presently rather lightly monitored(only one well is in
the present program),but two "trigger"wells are proposed in the area. Staff prefers to keep the two UP
wells at least until a revised program and replacement wells are in place.
Please inform us and San Joaquin County Environmental Health at least three days in advance of well
decommissioning activities. Well destruction permits will be needed from San Joaquin Environmental
Health.
If you have any comments, please call me at (916) 255-3119..
GAIL WIGGETT, C.E.G.
Associate Engineering Geologist
Aboveground Tanks Program
cc: Ron Rowe, San Joaquin County Environmental Health, Stockton
Alexander Krygsman, Port of Stockton, Stockton
Anne Duarte-Wilkinson, Time Oil, Los Angeles
Marilyn Guthrie, ARCO Products
Kyle Mullins, ST Services
Charles Metzinger, EMCON, Sacramento
Ed Stockton, POSDEF Cogen, Stockton
