This letter responds to those documents.
In addition, STTC and EMCON have proposed a revision to STTC's existing Monitoring and
Reporting Program(MRP) 93-807. We are reviewing that proposal and will respond to it
ti
separately. An existing MRP can be changed only by action of our Board or by the Execuve
Officer. Staff can make recommendations. In the meantime, you may add, at any time, without
ary. The MRP requires
changing the MRP, any extra or additional sampling that you deem necess
that any additional monitoring or sampling be reported to us. Staff concurs with, and commends,
the proposed additional deeper-zone wells. Please inform us if you plan to proceed with
sampling of these wells.
In reviewing the other documents, we found no major concerns or issues. We recommend you
proceed with the regular ground water monitoring program and.the preparations for the pilot-scale
work, aquifer testing, and bioassessment activities. Other comments are offered below, itemized
by document.
1.Piezometer and Well Decommissioning Activities: As described in the 6 July 1995 letter report,
you decommissioned 21 one-inch diameter piezometers and 2 four-inch diameter monitoring wells
according to an approved workplan. The two wells were replaced with new wells having similar
construction.
• The letter does not describe the manner of disposal of the drill cuttings, as we requested in our
19 April 1995 review letter, or of the development and purge waters. Please inform us of the
manner of disposal of these wastes. It was our understanding that disposal was to be
