Box 2570 <br /> Los Angeles, CA 90051-0570 <br /> WORK PLAN FOR PHASE II SITE ASSESSMENT WORK, STOCKTON TERMINALS <br /> TECHNICAL COMMITTEE, SAN JOAQUIN COUNTY <br /> We have reviewed EMCON Associcates' 12 July 1993 site assessment work plan for the fuel <br /> terminals of the Stockton Terminals Technical Committee at the Port of Stockton. My comments <br /> are presented below. <br /> 1. Contamination sources or source areas such as "hot spots" should be identified to the fullest <br /> extent possible because remediation would be protracted or futile if contamination sources <br /> still exist during remediation. <br /> 2. The effects of features such as manholes, hydrants, etc. on contaminant migration should be <br /> identified since they will affect remediation. <br /> 3. We believe there is enough information to submit an interim remedial action plan (TRAP) for <br /> remediation of the contamination in Zone A. The IRAP must comply with State Water <br /> Resources Control Board Resolution No. 92-49, evaluate remedial alternatives, recommend <br /> one or a combination of alternative actions, and justify the recommendation. <br /> 4. Recommendations for future work should be included in the report. <br /> August 1993.
