CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION MONITORING AND REPORTING PROGRAM NO. 93-807 FOR STOCKTON TERMINALS TECHNICAL COMMITTEE SAN JOAQUIN COUNTY The Stockton Terminals Technical Committee is composed of ARCO Products, ST Services, Tesoro Alaska Petroleum Company, and Time Oil. The companies have facilities at the Port of Stockton. Specific sample station locations are establiwhed under direction of the Board's staff. Prior to construction, plans and specifications for ground water monitoring and/or extraction wells shall be submitted to Board staff for review and approval. After construction, new wells are to be sampled and analyzed for the constituents below and added to the monitoring program. GROUND WATER MONITORING There are 135 monitoring wells and piezometers onsite as shown on Figure 1. Static water level and free phase petroleum product thickness shall be measured monthly in these monitoring wells and piezometers. In addition, the ground water monitoring program for 25 A-zone and eight B-zone wells as shown on Figure 1 and Table 1, and any additional wells installed subsequently except for wells containing free phase petroleum product or visible sheen, shall include the following: Sampling Constituents Units Type of Sample Frequency Benzene µg/1 Grab Quarterly Toluene µg/1 Grab Quarterly Ethylbenzene µg/1 Grab Quarterly Xylene µg/1 Grab Quarterly TPH as diesel µg/1 Grab Quarterly TPH as gasoline µg/1 Grab Quarterly Total Lead' µg/1 Grab Quarterly ' From wells which have not been monitored for total lead. If total lead is detected, the Discharger shall perform verification sampling within 30 days of submittal of the monitoring report. If the presence of total lead is not confirmed, no further test is required. If pollution is verified, the Discharger shall continue monitoring for total lead quarterly.
