However, the <br /> information in most instances was merely presented and not interpreted or related to <br /> the contamination at each facility or the fuel terminal as a whole. The result is <br /> an absence of a document which can be used as a basis for future work. A <br /> recommendation for future work also is absent from the report. Recommendations are <br /> one of the tasks specified in the November 1989 work plan. . A site map showing all <br /> the soil and ground water sampling results and the sand isopachs would be very <br /> helpful in identifying additional investigative needs. <br /> Our 28 February 1992 letter specified that the STTC shall provide a remedial action <br /> plan three months after Board approval of the pollution assessment report. I think <br /> adequate data are available to perform an analysis of remediation alternatives. <br /> Since remediation is conducted in phases, some remediation is now warranted. <br /> SPECIFIC COMMENTS <br /> Area Ground Water Well Survey <br /> This was conducted to determine the quantity and type of water wells within one mile <br /> of the site. The report stated in the conclusions that the wells do not appear to <br /> affect the local ground water flow direction and gradient. However, the report does <br /> not cite the reasons for this assertion nor did it state if the surveyed wells have <br /> been affected by the contamination at the terminal. Also, the Port of Stockton <br /> installed a well in 1992 which is within one mile of the site but was not included <br /> in the survey. <br /> Water Level and Product Thickness Database <br /> The report states that the database indicates slight changes in ground water flow <br /> direction from southeasterly to easterly. However, it did not state if the gradient <br /> has changed. <br />
