(Stantec) on behalf of the Stockton <br /> Terminals Technical Committee (STTC). The STTC is comprised of three bulk fuel facilities at <br /> the Port of Stockton including Buckeye Partners, L.P. (Buckeye), Tesoro Petroleum Company <br /> Inc. (Tesoro), and Former Time Oil Company (TOC Holdings Co). These terminals are <br /> collectively referred to as the Site. <br /> On 19 December 2012, STTC shut down the ozone injection systems at the Site to begin a <br /> rebound evaluation. The two ozone injection systems began operating in 2004. Concentrations <br /> in the remedial observation wells (ROWS) and compliance monitoring wells remained stable and <br /> within the required compliance limits approved by Central Valley Water Board staff during the <br /> four years of rebound monitoring. The objective of the rebound evaluation was to assess <br /> whether the continued operation of the ozone injection systems was necessary to control <br /> downgradient groundwater contamination. <br /> Tesoro plans to expand the tank farm at the Site in the area of the western ozone injection <br /> treatment system. The Letter requests removing the ozone systems and destroying the 73 <br /> injection wells STTC installed the ozone injection arrays to reduce the lateral extent of the <br /> petroleum hydrocarbon groundwater plume offsite. This was an interim measure and Board <br /> staff may require further remedial activities onsite in the future. Central Valley Water Board staff <br /> concurs with the removal of the ozone injection systems and the destruction of the injection <br /> wells.
