Box 2089 <br /> Stockton, CA 95201 <br /> PORT OF STOCKTON, REQUEST FOR STATUS OF TECHNICAL COMMITTEE AND HYDROCARBON <br /> CONTAMINATION, SAN JOAQUIN COUNTY <br /> Enclosed is a chronology (Attachment A) outlining all the activities in <br /> conjunction with the fuel contamination at the Port of Stockton. Please <br /> review the chronology and advise us of any inaccuracy. <br /> The chronology shows the following pending items need to be addressed: <br /> 1. Status of Santa Fe Pacific Pipeline Partners, L.P. (SFPP) with the <br /> Technical Committee (TC). If SFPP or any other Port of Stockton tenant <br /> named in the draft Cleanup and Abatement (C&A) Order does not join the <br /> TC, we may propose separate C&As naming SFPP and other non-TC members. <br /> 2. Formal Agreement Among TC Members. Our 3 May 1989 letter of transmitted <br /> our 19 April 1989 memo and specified deadlines of 30 June 1989 and 1 <br /> August 1989 for a comprehensive report and a feasibility study for <br /> product recovery, respectively. The letter also stated that staff would <br /> not recommend adoption of the C&A if the deadlines are met, all staff <br /> com7icrits are addressed, and the TIC me�Tibers enter a for iva i agreesmnent to <br /> complete the investigation and remediation. We have received the <br /> comprehensive report and the draft feasibility study but not the formal <br /> agreement or final feasibility study. <br /> 3. Recovery System Technical Information and Status. On 17 September 1990, <br /> staff approved the interim free product recovery program at the port. <br /> In conjunction with this approval , staff requested a technical report <br /> which describes the recovery system. We have no record of ever <br /> receiving the information. In addition, we understand the recovery <br /> system has not yet been activated. Please provide us a schedule for <br /> start-up. <br /> 4. Status of Investigations by Individual Sites. We have received Harding <br /> and Lawson Associates' (HLA) Proposed Work Plan, Soil and Groundwater <br /> Investigation, Arco Terminal , Navy Drive and Washington Street, <br />
