Mr. Jeff Baker - 5 - 20 August 2009
Stockton Terminals Technical*mittee .
containing the petroleum plume on the BP facility. Since system upgrades have
been implemented during the second quarter, we will continue to observe the RO
and trigger well concentrations for indications that the upgrades, which have
increased system run times, are curtailing the gradual southeast migration of the
plume.
4. The 4 August 2009 email regarding the TS/MW-3D pilot study does not elucidate
whether the technical difficulties encountered have delayed the sampling schedule
for this study. If necessary, STTC needs to update the implementation schedule in
the Third QMR.
5. In the Third QMR, STTC needs to provide the rationale for sampling for bromide in
three wells instead of sampling for bromate in four wells for the background study,
as described in the Meeting Summary.
6. On 27 July 2009, Central Valley Water Board staff sent Mr. Mark Chandler
documents to enroll the Time Oil facility in our cost recovery program. The
completed forms are due by 27 August 2009.
7. The Second QMR contains not only the results of STTC monitoring but also
proposals and discussions about onsite remediation activities at the Tesoro and BP
terminals. STTC member companies have previously requested that Central Valley
Water Board staff provide separate letters and oversight charges on the onsite
activities, since those companies have separate cost recovery accounts. However,
with the onsite activities and proposals for two member companies discussed in one
document jointly with STTC activities, it is difficult to respond in three separate
letters, so we are providing our comments on all three aspects in this letter.
Nonetheless, we are tracking our time as accurately as possible in order to make
the appropriate charges to all three cost recovery accounts.
If you have any questions regarding this letter, you may contact me at (916) 464-4811
or by email at betaylor@watelboards.ca.gov.
BRIAN TAYLOR, P.
Engineering Geologist
cc: Ms. Margaret Lagorio, San Joaquin County Environmental Health Department,
Stockton
Mr. Jeffrey Wingfield, Port of Stockton
Mr. Mark Chandler, Time Oil Company, Seattle, WA
Mr. Sergio Morescalchi, BP, San Ramon
Mr. Gary Haeck, Stantec Consulting Corporation., Rancho Cordova
Mr. Mark O'Brien, Environmental Risk Services Corporation, Alamo
Mr. Jeremy Hughes, LFR Inc., Granite Bay
Mr. Joe Aldridge, NuStar, San Antonio, TX
Ms. Amanda Spencer, Ash Creek Associates, Portland, OR
