At <br /> piezometer P16, evidence of petroleum hydrocarbons (prod- <br /> uct-saturated soil) was encountered at an approximate depth of 6 <br /> to 8 feet (coarser-grained stiff silt) during installation. A <br /> product film was noted on the water surface at P16 subsequent <br /> to installation, but disappeared following piezometer development. <br /> RECOMMENDATIONS <br /> Based on the conclusions stated above, we recommend that a subsurface <br /> investigation (on and off-site) be conducted to further identify areas of <br /> hydrocarbon presence. Our proposed scope for Phase II of this <br /> groundwater investigation in the terminal area can be provided to you in a <br /> proposal under separate cover. We would like to discuss our recommenda- <br /> tions and the needs of the Port of Stockton with you at your earliest <br /> convenience. <br /> UNCERTAINTY AND LIMITATIONS <br /> Subsurface soil and groundwater conditions are inherently variable and <br /> ! may differ significantly from projections based upon limited field data. <br /> The behavior of fuel constituents in subsurface soils and groundwater is <br /> poorly understood. This preliminary assessment of groundwater conditions <br /> is based upon limited field observations and analytical data, and WCC <br /> experience from other projects involving fuel contaminated soils and <br /> groundwater.
