Box 2089 <br /> Stockton, CA 95201 <br /> OCCURRENCE OF GASOLINE ON GROUND WATER, PORT OF STOCKTON, SAN <br /> JOAQUIN COUNTY <br /> The recent discovery of up to three feet of gasoline on shallow <br /> ground water in the Southern Pacific Pipeline (SPPL) right-of- <br /> way, the Time Oil terminal, and adjacent to two sides of the <br /> Tesoro Petroleum terminal has resulted in substantial efforts by <br /> these three parties to locate the source, and assess the extent <br /> of petroleum product in the subsurface. Despite the efforts to <br /> date, the source of the petroleum product has not been located, <br /> although at least 7,000 gallons of product have been removed from <br /> the shallow ground water. The impact of this release on ground <br /> water must now be fully defined. <br /> As we discussed in our 8 March 1988 meeting, the Regional Board <br /> requests SPPL, Time Oil Company, Tesoro Petroleum Corporation, <br /> and the Port of Stockton jointly investigate the impacts of this <br /> uncontrolled release of petroleum product on water quality. This <br /> should result in the submission of one comprehensive Technical <br /> Report to the Board. The primary goal of this investigation is <br /> to determine the extent of soil and ground water contamination <br /> resulting from this incident, and to identify the source of <br /> petroleum product. We also request that product removal continue - <br /> after definition of the extent of free product has been <br /> completed. <br /> Time Oil, SPPL, and Tesoro Petroleum are leasing property from <br /> the Port of Stockton. Therefore, the Port of Stockton and the <br /> three tenants listed above, are required to submit a Technical <br /> Report, pursuant to Section 13267 of the California Water Code, <br /> which includes the following: <br /> I. Site assessment including documentation of investigation to <br /> date, and compilation of existing information. <br /> A. Document leak testing which has been performed on <br /> pipelines and tanks. <br /> 1. Describe testing methods used. <br /> 2. Quantify the sensitivity of these methods. (How <br /> large a leak can occur without being detected?) <br />
