' TIME OIL CO.
TECHNICAL REPORT
' STOCKTON TERMINAL INVESTIGATION
APRIL 13 , 1988
1
I. INTRODUCTION
1
On February 25, 1988 Time Oil Co. (TOC) personnel became
' aware of gasoline contamination in the soil near the
receiving lines at the front of the terminal at 3015 Navy
' Drive, Stockton CA. An investigation was immediately
launched, in concert with Southern Pacific Pipe Lines,
Inc. (SPPL) and Tesoro Petroleum Company, which included
' underground line testing, aboveground tank testing,
analysis of inventory records, meter proving, exploratory
ttest pits, groundwater monitoring and laboratory tests.
The objectives of the investigation were to define the
' extent of contamination, identify its source and take
corrective action.
' To date, the extent of contamination has been identified
and approximately 7, 500 gallons of gasoline have been
' pumped from the ground, (2, 300 by SPPL and 5, 200 by TOC) .
In spite of exhaustive testing and exploration, the
' source has not yet been discovered.
On-going effort is directed toward recovering the
gasoline and assessing the extent of groundwater
' contamination throughout the terminal complex.
1
1
t
