' TIME OIL CO. <br /> TECHNICAL REPORT <br /> ' STOCKTON TERMINAL INVESTIGATION <br /> APRIL 13 , 1988 <br /> 1 <br /> I. INTRODUCTION <br /> 1 <br /> On February 25, 1988 Time Oil Co. (TOC) personnel became <br /> ' aware of gasoline contamination in the soil near the <br /> receiving lines at the front of the terminal at 3015 Navy <br /> ' Drive, Stockton CA. An investigation was immediately <br /> launched, in concert with Southern Pacific Pipe Lines, <br /> Inc. (SPPL) and Tesoro Petroleum Company, which included <br /> ' underground line testing, aboveground tank testing, <br /> analysis of inventory records, meter proving, exploratory <br /> ttest pits, groundwater monitoring and laboratory tests. <br /> The objectives of the investigation were to define the <br /> ' extent of contamination, identify its source and take <br /> corrective action. <br /> ' To date, the extent of contamination has been identified <br /> and approximately 7, 500 gallons of gasoline have been <br /> ' pumped from the ground, (2, 300 by SPPL and 5, 200 by TOC) . <br /> In spite of exhaustive testing and exploration, the <br /> ' source has not yet been discovered. <br /> On-going effort is directed toward recovering the <br /> gasoline and assessing the extent of groundwater <br /> ' contamination throughout the terminal complex. <br /> 1 <br /> 1 <br /> t <br />
