A <br /> L/ WORK PLAN FOR PILOT TESTING OF AIR SPARGING <br /> Santa Fe Pacific Pipeline Partners,L.P. <br /> 2947 Navy Drive <br /> Stockton,California <br /> INTRODUCTION <br /> Hart Crowser has prepared this Work Plan for pilot testing of air sparging at the <br /> Santa Fe Pacific Pipeline Partners,L.P. (SFPP) site located at 2947 Navy Drive in <br /> Stockton, California. This Work Plan includes a summary of the project <br /> background, a proposed scope of work,and a tentative project schedule. A Site <br /> Location Map and Site Plan are provided as Figure 1 and 2,respectively. A <br /> project Health and Safety Plan is attached as Appendix A. <br /> This Work Plan describes the work required to: install three air sparge probes <br /> (one for air injection and two observation probes);install two vapor probes; <br /> conduct a pilot air sparging test, and prepare a technical report. <br /> PROJECT BACKGROUND <br /> The site is currently operated by SFPP as a bulk fuel storage terminal located at <br /> 2947 Navy Drive in Stockton, California. The terminal consists of two above <br /> ground tanks which store military grade fuel, a relief tank, an additive tank, and <br /> a contaminated product tank. <br /> Previous subsurface investigations by Hart Crowser and other consultants have <br /> included drilling 18 shallow soil borings,installing 5 shallow groundwater <br /> monitoring wells, and installing 2 B-zone groundwater monitoring wells. In <br /> addition,Hart Crowser conducted a bio-venting field treatability test as a <br /> potential remediation alternative. We concluded that the subsurface soils were <br /> not conducive to this technology. We proposed,however, that bio sparging(air <br /> sparging without vapor extraction) may be the only feasible alternative left to <br /> reduce the presence of petroleum hydrocarbons by enhancing the natural <br /> biodegradation processes. <br /> SCOPE OF WORK <br /> Previous work at the site indicates that the extent of the petroleum hydrocarbons <br /> in the soil and groundwater have been adequately characterized. SFPP intends <br /> on installing a total fluid extraction pump in M-1, and evaluating the remediation <br /> of the petroleum hydrocarbons in the groundwater through the use of a bio- <br /> sparging system at the site,if appropriate.
