A <br /> L, WORK FT AN FOR ADDITIONAL <br /> ENVIRONMENTAL SERVICES <br /> Santa Fe Pacific Pipeline Partners, L.P. <br /> Stockton Terminal Facility <br /> Stockton, California <br /> INTRODUCTION <br /> Hart Crowser has prepared this Work Plan for additional environmental <br /> services at the Santa Fe Pacific Pipeline Partners, L.P. (SFPP) terminal facility <br /> in Stockton, California. This Work Plan includes a summary of the project <br /> background, a proposed scope of work, and a tentative project schedule. A <br /> Site Location Map and Site Plan are provided as Figure 1 and 2, respectively. <br /> A project Health and Safety Plan is attached as Appendix A. <br /> This Work Plan describes the work required to: drill three additional shallow <br /> soil borings; install an upgradient, B-zone groundwater monitoring well; <br /> prepare an interim technical memorandum; conduct a field soil treatability <br /> test; and prepare a Remedial Action Plan (RAP). The RAP will address the <br /> remediation of the onsite soils previously found to be impacted by <br /> hydrocarbons. These tasks were recommended following a previous <br /> investigation at the Stockton terminal site, conducted by Hart Crowser <br /> between January and November 1993. This Work Plan has been prepared in <br /> accordance with those recommendations as presented in the report for the <br /> previous investigation titled: "Additional Site Assessment, Santa Fe Pacific <br /> Pipeline Partners, L.P., Stockton Terminal, Stockton, California", dated <br /> November 11, 1993. The report was submitted to the California Regional <br /> Water Quality Control Board-Central Valley Region (RWQCB) for review on <br /> November 15, 1993. <br /> PROJECT BACKGROUND <br /> The site is currently operated by SFPP as a bulk fuel storage terminal located at <br /> 2947 Navy Drive in Stockton, California. The terminal consists of two above <br /> ground tanks which store military grade fuel, a relief tank, an additive tank, <br /> and a contaminated product tank. <br /> Levine-Fricke (LF) conducted a subsurface investigation for Southern Pacific <br /> Pipeline (SPPL) in March 1988, after stained soils were observed in the <br /> vicinity of the SPPL pipeline easements on the properties north of the subject <br /> site. The LF investigation included the excavation of test pits, piezometer <br /> _ monitoring, and pipeline testing to evaluate the source of hydrocarbons <br />
