Brookhurst Street <br /> Anaheim, CA 92803 <br /> SUMMARY OF CONFERENCE CALL, SHELL OIL COMPANY, STOCKTON FUEL <br /> TERMINAL, SAN JOAQUIN COUNTY <br /> On 23 September 1993, we held a conference call with you and your consultant, Harding Lawson <br /> Associates (HLA), to discuss the future course of action regarding the off-site work on the U.S. <br /> Navy (USN) property west-southwest of the Shell Oil facility. The work is being conducted to <br /> delineate the extent of petroleum product contamination emanating from your facility. HLA has <br /> obtained off-site hydropunch samples which were needed to determine optimum well locations. <br /> However, as stated by HLA during the conference call, petroleum hydrocarbon concentrations at <br /> some point started increasing as the investigation moved farther away from your facility suggesting <br /> the presence of contaminant sources other than Shell. Since we did not have a copy of the sample <br /> results or a map showing the sample locations, we deferred further comments until we have had a <br /> chance to review the investigation report. Presented below is a summary of our conference call. <br /> 1. In addition to hydropunch sampling, HLA has completed installation of the on-site deep <br /> monitoring well and three off-site wells south of the facility. The report on the hydropunch <br /> sample results and well installation will be submitted to the Board by 18 October 1993. <br /> 2. During the week of 27 September, the new wells will be sampled in conjunction with the <br /> existing wells. The third quarter monitoring report will be submitted to the Board by <br /> 15 November 1993. <br /> 3. To avoid confusion on monitoring report submission dates, staff has drafted a monitoring and <br /> reporting program (MRP) similar to the one at Shell's West Sacramento facility. The draft <br /> MRP is enclosed for your review and comment. Please submit your comments by <br /> 22 October 1993 and note that we arbitrarily assigned numbers to the three newly installed <br /> shallow wells. <br />
