MONITORING AND REPORTING PROGRAM -2- <br /> SHELL OIL COMPANY, STOCKTON FACILITY <br /> SAN JOAQUIN COUNTY <br /> REPORTING <br /> Quarterly reports shall be submitted to the Board by the 30th day of the month following the <br /> end of each calendar quarter until such time that the Executive Officer determines that the <br /> reports are no longer necessary. <br /> Prior to startup of a ground water treatment system, the Discharger shall supply Board staff <br /> with a ground water monitoring program that will demonstrate the effectiveness of the <br /> ground water treatment system. <br /> An annual report evaluating the effectiveness and progress of investigation and remediation <br /> shall be submitted to the Board by 30 January of each year and may be substituted for the <br /> fourth quarter report. The report shall contain at a minimum the following information: <br /> both tabular and graphical summaries of the monitoring data obtained during the previous <br /> year; trends in the concentrations of the pollutants in ground water monitoring wells; whether <br /> the contaminant plume is being captured by an extraction system or is continuing to spread; <br /> plans as needed for improving the ground water monitoring, extraction or treatment system; <br /> and the anticipated date for completion of cleanup activities. The annual report shall also <br /> include the reasons for and durations of all interruptions in the operation of treatment <br /> systems. <br /> The results of any monitoring done more frequently than required at the locations specified in <br /> the Monitoring and Reporting Program shall be reported to the Board. <br /> The Discharger shall implement the above monitoring program as of the date of this Order. <br /> WILLIAM H.
