Using this same rationale, it <br /> appears unlikely that significant offsite migration to the east (which would be <br /> somewhat cross-gradient) would occur. Therefore, it appears that the extent of <br /> contamination in the northeast portion of the site is adequately characterized and that <br /> the establishment of a zero line (including installation of an additional well) will not <br /> enhance characterization of site conditions. <br /> Comment 3 <br /> RWQCB has requested the submission of the final report on phases I and 11 of the <br /> hydropunch sampling program and a work plan for the phase III hydropunch sampling <br /> program and the installation of the additional monitoring wells. <br /> A final report presenting the results of the offsite groundwater investigation will be <br /> submitted upon completion of the phase III hydropunch sampling and additional <br /> monitoring well installation. A description of work for the proposed phase III <br /> hydropunch sampling was presented in the Plume Characterization Report dated April <br /> 8, 1993. The work plan for the remaining well installations is included in the Plume <br /> Characterization Work Plan dated July 13, 1992. <br /> RWQCB has also requested a time schedule for the completion of the work described <br /> above. <br /> It is anticipated that the completion of the phase III hydropunch sampling, additional <br /> well installation, and submittal of the final plume characterization report can be <br /> completed within 90 days after approval of access to Navy property. <br /> Finally, we would like to inform you that Bruce Wilcer, a senior geologist with HLA, <br /> has been appointed to the role of project manager for the Shell Stockton project. <br /> Please call Mr. Wilcer or Nick Pogoncheff if you have questions. <br /> Yours very truly, <br /> HARDING LAWSON ASSOCIATES <br /> 6"�k� <br /> Bruce L.
