In a letter dated July 28, 1992, from Mr. Philip Isorena, it <br /> was also requested that the results of the previously <br /> approved off-site investigation be submitted by September 30, <br /> 1992 . As was discussed in our meeting of June 23 , 1992, <br /> Right of Entry Agreements can often take three months to <br /> secure and it is required to have an agreement in place <br /> before we can perform work on another party' s property (U. S. <br /> Navy) . As of the writing of this letter we have yet to <br /> receive a draft of an agreement. HLA follows up with the <br /> U. S. Navy on a weekly basis. Once a Right of Entry <br /> Agreement has been secured, we will submit a time line <br /> detailing the schedule of field activities and anticipated <br /> completion date of the report and submital date to the <br /> regional board. With the time line we will also submit a map <br /> depicting the proposed location of a deep well. <br /> In an effort to better define future activities, the <br /> following is a list of activities to take place in the <br /> future: <br /> 1) Installation of two additional extraction pumps to <br /> gain hydraulic control of the groundwater and <br /> prevent possible further off-site migration. <br /> 2) off-Site Investigation to complete delineation of <br /> the hydrocarbon plumes. This phase will include <br /> installation of a deep well to insure protection of <br /> the lower acquifer, and give us the necessary data <br /> to determine the total mass of hydrocarbons in the <br /> acquifer. <br /> 3) Extraction system performance to be monitored and <br /> modified as necessary to optimize system efficiency. <br /> 4) Consider methods to enhance extraction effectiveness <br /> and efficiency. <br /> Throughout the execution of these tasks we will continue to <br /> perform and report findings of semiannual groundwater <br /> monitoring and sampling. <br /> I hope the timing of this response has not caused any <br /> inconvenience.
