A conference call among Regional Water Quality Control Board <br /> (RWQCB), Shell, and CRA was held on December 14, 2007 to clarify the conclusions and <br /> recommendations in CRA's May 4,2007 Feasibility Study(FS)and discuss RWQCB concerns. CRA is <br /> submitting this Interim Remedial Action Plan(IRAP)to propose Dual-Phase Extraction(DPE)pilot test <br /> as agreed upon in the conference call. Presented below are a site description and a work plan to install <br /> pilot test observation wells and conduct a DPE pilot test. <br /> SITE DESCRIPTION AND BACKGROUND <br /> The Shell Stockton Terminal is located on Rough and Rcady Island along Navy Drive in Stockton, <br /> California. The eastern portion of the island is bordered by the San Joaquin River on the north and Bums <br /> Cutoff on the south. This section of the San Joaquin River channel is used for access to the Port of <br /> Stockton, located one mile to the east of the site. The former U.S Naval Reservation occupied three <br /> quarters of the island and borders the western side of the site. The former Tosco Bulk Terminal is located <br /> east of the facility. A small parcel of vacant land lies north of the Shell Terminal. <br /> The Shell facility began operating in 1940. The site is used to store petroleum fuel products in above <br /> ground tanks. Fuel products are received through Shell Pipeline Corporation and additives are received <br /> by tanker truck. The products stored at the site include gasoline(regular and premium), diesel,ethanol, <br /> slop, and transmix. The tanks range in capacity from 5,450 to 24,000 barrels. The fuel products are <br /> distributed by tank trucks,which are filled at a two-bay loading rack. The tank and loading rack locations <br /> v <br /> are shown on Figure 1. <br />
