Mr. Sam Brenneke, Shell Oil Products US - 4 -
6 July 2012
Shell Stockton Terminal
accordance with the Monitoring and Report Program (MRP) No. R5-2005-0810.
In addition, future groundwater monitoring reports should include updated trend
graphs and estimates on when groundwater concentrations will reach WQOs.
In summary, Central Valley Water Board staff does not concur with the trend analysis
presented in the FS/CAP. The trend graphs do not correlate with the data and
underestimate the time to reach the WQOs. Shell needs to use the correct WQOs for
the Site. Board staff believe if Shell used the correct WQOs and complete data sets the
graphs may more accurately predict the time to reach WQOs at the Site. Shell should
continue to monitor the Site and future monitoring reports need to include updated
estimates on when groundwater concentrations will reach WQOs.
If you have any questions regarding this letter, you may contact me by phone at
(916) 464-4819 or bye
mail at ksheiton(cDwaterboards.ca-gov.
At 1/
ELTON, P.E.
Water Resources Control Engineer
cc: Ms. Adrienne Ellsaesser, San Joaquin County Environmental Health Department,
Stockton
Ms. Aubrey Cool, Conestoga-Rovers and Associates, Sonoma
Mr. Joe Neely, Conestoga-Rovers and Associates, Sonoma
Mr. Mike Murphy, Conestoga-Rovers and Associates, Sonoma
Mr. Thomas Kosel, 76 Broadway, Sacramento
Ms. Rita Koehnen, Port of Stockton, Stockton
Mr. Miguel Torres, Shell OPUS, Stockton
Mr. Mark O'Brien, ERS, Walnut Creek
