Shell has requested that CRA submit this work plan to the Central Valley
Regional Water Quality Control Board (RWQCB). The scope of work presented in this document
complies with RWQCB and San Joaquin County Environmental Health Department (SJCEHD)
guidelines.
SITE DESCRIPTION
The Shell Stockton Terminal is located on Rough and Ready Island along Navy Drive in Stockton,
California(Figure 1). The eastern portion of the island is bordered by the San Joaquin River on the north
and Bums Cutoff on the south. This section of the San Joaquin River channel is used for access to the
Port of Stockton, located one mile to the east of the site. The former U.S Naval Reservation occupied
three quarters of the island and borders the western side of the site. The former Tosco Bulk Terminal is
located east of the facility. A small parcel of vacant land lies north of the Shell Terminal.
The Shell facility began operating in 1940. The site is used to store petroleum fuel products in above
ground tanks. Fuel products are received through Shell Pipeline Corporation and additives are received
by tanker truck. The products stored at the site include gasoline (regular and premium), diesel, ethanol,
slop, and transmix. The tanks range in capacity from 5,450 to 24,000 barrels. The fuel products are
distributed by tank trucks, which are filled at a two-bay loading rack. The tank and loading rack
locations are shown on Figure 2.
Equal
Employment
Opportunky Employer
Worldwide Engineering, Environmental,Con.tr..tion, and IT service.
