1.0 INTRODUCTION <br /> Conestoga-Rovers & Associates (CRA) prepared this Feasibility Study and Corrective <br /> Action Plan (FS/CAP) on behalf of Equilon Enterprises LLC dba Shell Oil Products <br /> US (Shell) as recommended in CRA's November 30,2011 correspondence and concurred <br /> with in Central Valley Regional Water Quality Control Board (Central Valley Water <br /> Board)January 13,2012 correspondence. <br /> The site is an operating petroleum product distribution terminal located in a <br /> predominantly industrial area on Rough and Ready Island along Navy Drive in <br /> Stockton, California (Figure 1). The eastern portion of the island is bordered by the San <br /> Joaquin River on the north and Bums Cutoff on the south. This section of the San <br /> Joaquin River channel is used for access to the Port of Stockton, located one mile to the <br /> east of the site. The former U.S. Naval Reservation occupied three-quarters of the island <br /> and borders the western side of the site. The former Tosco Bulk Terminal is located east <br /> of the facility. A small parcel of vacant land lies north of the Shell Terminal. <br /> The Shell facility began operating in 1940. The site is used to store petroleum fuel <br /> products in aboveground tanks (ASTs). Fuel products are received through Shell <br /> Pipeline Corporation,and additives are received by tanker truck. The products stored at <br /> the site include gasoline (regular and premium), diesel, ethanol,slop,and transmix. The <br /> tanks range in capacity from 5,450 to 24,000 barrels. The fuel products are distributed by <br /> tank trucks, which are filled at a two-bay loading rack. The tank and loading rack <br /> locations are shown on Figure 2. <br /> A summary of previous work performed at the site and additional background <br /> information are contained in Appendix A. <br /> 2.0 SITE BACKGROUND <br /> 2.1 HISTORICAL SITE USE <br /> The terminal began operation in 1940.
