A DAMES&MOORE GROUP COMPANY <br /> Fremont Investment & Loan <br /> June 15, 1998 <br /> Page 3 <br /> CONCLUSIONS AND RECOMMENDATIONS <br /> Investigations to date indicate that a localized area of hydrocarbon-impacted soil, likely less than 15 <br /> cubic yards, is present near the receiving end of the three-stage clarifier. The maximum <br /> concentrations detected in soil at a depth of 5 feet were 10,000 ppm TPH-diesel, 350 ppm TPH- <br /> gasoline, and 0.094 ppm PCE. Hydrocarbons do not appear to have significantly impacted <br /> groundwater, located approximately 8 feet bgs. The groundwater sample collected contained <br /> considerably less than 1 ppm TPH-diesel (0.082 ppm). <br /> The 10,000 ppm diesel concentration substantially exceeds local guidance criteria for soil cleanup <br /> levels. We recommend one of two options to address the diesel-impacted soil. The first approach <br /> would be to remediate by excavating the soil and disposing of it at a regulated soil disposal facility. <br /> Alternatively, because local regulatory cleanup criteria are only "guidance" and, therefore, <br /> negotiable, the owner could pursue a No Further Action (NFA) status with the local regulatory <br /> agency, the San Joaquin County Department of Public Health, Environmental Health Services <br /> Division. <br /> -000- <br /> Thank you for the opportunity to be of assistance.
