This proposal <br /> was developed after correspondence with Mr. Marvin Miller of Nolte and Associates, using <br /> Kleinfelder's current understanding of the site conditions, and is a preliminary understanding of <br /> your desires and requirements. We have prepared this proposal based on information usually <br /> requested in a workplan by the San Joaquin County Public Health Services Department, <br /> Environmental Health Division (PHS/EHD) and the State of California Regional Water Quality <br /> Control Board Central Valley Office(RWQCB). <br /> Kleinfelder is committed to providing a high level of service to its clients, commensurate with <br /> their wants and needs. If a portion of this proposal does not meet the needs of the client, or if <br /> those needs have changed, Kleinfelder stands ready to consider appropriate modifications, <br /> subject to the standards of care to which we adhere as professionals. Modifications such as <br /> changes in scope, methodology, scheduling, and contract terms and conditions may result in <br /> changes to the risks assumed by the client, as well as adjustments to our fees. We look forward <br /> to the opportunity to serve you. <br /> BACKGROUND <br /> Kleinfelder has conducted a limited environmental subsurface investigation for the Highway <br /> 120/McHenry Avenue improvement project (Kleinfelder File No. 20-3941-01.E01). During <br /> that project, elevated portable photoionization detector readings were discovered in our borings <br /> on the EZ Gas Mini-Mart site. The purpose of this proposal work is to satisfy CalTrans-10 <br /> concerns regarding the possibility of contaminants beneath the fuel tank cluster at the station. <br /> The proposed scope of work was verbally approved by Messrs. Matt Bailey, Dale Steele and <br /> Saiyed Ali of Caltrans District 10 in a meeting on March 3, 1997. The meeting was also <br /> attended by Messrs.
