t_1 Levine-Fricke-Recon ENGINEERS,HYDROGEOLOGISTS&APPLIED SCIENTISTS LF 3966.84-026 October 31, 1996 via U.S. mail TO: PARTIES ON THE ATTACHED DISTRIBUTION LIST Subject: Bimonthly Letter Report for August 1 through September 30, 1996, Lincoln Center Project, Stockton, California Dear Interested Parties: On behalf of the Settling Dry Cleaning Defendants, Levine-Fricke•Recon Inc. presents this letter report summarizing activities for the period of August 1 through September 30, 1996 ("the bimonthly period") at Lincoln Center, located in Stockton, California ("the Site," as defined in the First Final Consent Decree Order, Judgment and Reference To Special Master, filed with the Court on January 19, 1996). The information in this letter report is provided pursuant to Sections IV(A)(1)(f) and IV(F) of the "Permanent Injunction Governing Investigation, Monitoring, and Testing of the Hazardous Substance Contamination at and Emanating from Lincoln Center and Order of Reference to Special Master," issued by Judge Levi of the United States District Court, Eastern District of California, and filed on August 16, 1993. Ongoing Data Collection Activities The following data collection activities were conducted at the Site during the bimonthly period: Fluid levels were measured in Site monitoring wells on August 13 and September 17, 1996. Table 1, attached, presents a summary of groundwater elevation data for these months. Groundwater samples were collected from Site monitoring wells on August 13 through August 16, 1996. Analytical results of these samples will be presented in the third quarter 1996 monitoring report to be submitted to all parties by November 15, 1996. • Split groundwater samples were collected from Chevron monitoring wells, located on the Chevron Gas Station site at the southwest corner of Benjamin Holt Drive and Pacific Avenue, on August 15, 1996. Analytical results of these samples will be presented in the third quarter 1996 monitoring report to be submitted to all parties by November 15, 1996. On August 20 and 21, 1996, Subdynamic Locating Services ("Subdynamic") performed a video survey of Site monitoring wells. The results of the video survey will be used to verify the reported screened interval of each well, the integrity of each well casing, and the suitability of each well to provide reliable data.
