STATE OF CALIFORNIA GEORGE DEUKMEJIAN, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A
SACRAMENTO, CA 95827-3098
17 May 1990 l E
MAY 2 1 190,1
Mr. Wilbur Smith ENVIR ONMENTAL HEALTH
Lincoln Properties Limited PER MIT/SERVICES
374 Lincoln Street
Stockton, CA 95207
MODIFIED PHASE II SAMPLING PLAN COMMENTS, LINCOLN VILLAGE CENTER, STOCKTON, SAN
JOAQUIN COUNTY (CASE NO. 3002)
We have reviewed the modifications for the Phase II Workplan for Lincoln Village
Center submitted by Leedshill-Herkenhoff, Inc. , dated 11 April 1990. The
workplan and modifications are still unacceptable. Activities on your site have
resulted in off-site contamination of three municipal wells. Definition and
remediation of contaminated ground water must proceed immediately. The workplan
must therefore be revised to address our comments below, and as detailed in the
attached memorandum.
1 . Monthly water level contour maps must be included in all future work
submittals.
2. ALL water and soil samples shall be analyzed for EPA 601 and EPA 8010
compounds respectively. Laboratory data sheets and chain-of-custody forms
must be submitted as an appendage to all reports.
3. LVMD well Nos. 1 , 2 and 6 must be investigated, and if necessary, remedial
actions taken. Mr Dick Ling of San Joaquin County Public Works has
indicated a willingness to cooperate in an assessment of these wells.
4. A plan to define off-site pollution across Gettysburg Place near MW-4 must
be included in the workplan.
You are required, according to Section 13267 to submit a revised and complete
sampling plan by 1 June 1990. We are currently considering furtiler enforcement
action.
If we can answer any questions, please call me at (916) 361-5670 or Richard
McHenry at (916 361-5656.
ANTON K. J.
