Hinson, R.S. f'vilI, J <br /> Environmental <br /> 1601 EastHazelltontAvenuesion FFR�v���/Stkl ,,qCTy <br /> 5201 S <br /> Re: Well Permit Application/ Workplan for Lincoln Village Center <br /> Dear Ms. Hinson: <br /> Thank you for meeting with me on May 2, 1988 to discuss and coordinate <br /> activities related to Environmental Health Division's concerns regarding the <br /> proposed groundwater investigation to be conducted at the Lincoln Village <br /> Shopping Center, Stockton. <br /> Since Environmental Health has not received all of Leedshill -Herkenhoff's <br /> Inc. (LH) submitted workplans and amendments, enclosed for your review is <br /> the correspondence relating to LH's submitted workplans, Regional Water <br /> Quality Control Board (RWQCB) comments, LH amendments to the original <br /> workplan, and finally RWQCB acceptance of and notification to proceed. Also <br /> enclosed is LH's permit application for installation of groundwater <br /> monitoring wells and soil sampling locations as discussed in the workplans. <br /> Additional information required for the well permit (Workman's compensation <br /> insurance certificate, California - Licensed Contractor Questionnaire and <br /> C-57 license certificate) is not enclosed but will be forwarded to <br /> Environmental Health as soon as received from the contractor. <br /> It is LH's understanding that Environmental Health's review of the workplan <br /> and issuance of all associated monitoring well installation and soil <br /> sampling permits typically takes 1 1/2 to 2 weeks. Because this project is <br /> on an extremely tight time schedule imposed by the RWQCB, we request that <br /> this review process be expedited. As currently scheduled, installation of <br /> the monitoring wells is scheduled to begin during the week of May 16 and <br /> soil samples are to be collected from beneath the existing sewer lines on <br /> May 18. Soil sampling beneath Village Cleaners and Finest Care Cleaners has <br /> yet to be scheduled because of difficulties with obtaining permission from <br /> the owners for site access. <br /> Also as discussed, "as-built" construction drawings showing sewer line <br /> profiles do not exist. Because of concerns regarding installation of 6 or 8 <br /> inch diameter hollow-stem borings near these sewer lines, LH proposes to <br /> obtain the samples using a 1 .5-inch OD steel core barrel containing brass <br /> liners. The total depth to the soil sampling locations are estimated to <br /> vary between five -and eight feet.
