Smith
Lincoln Properties Limited
628 Lincoln Center
Stockton, CA 95207
REVISED GROUND WATER INVESTIGATION WORKPLAN, LINCOLN VILLAGE
CENTER, STOCKTON, SAN JOAQUIN COUNTY
Ground water contamination with dry cleaning solvents at Lincoln
Village Center has been confirmed in public supply wells. For
the most part, the workplan and proposed revisions which have
been submitted are of adequate scope for a preliminary
investigation. However, the proposed ground water component of
that plan remains incomplete.
As we discussed, the ground water investigation will not meet the
goal of providing geological data needed to determine whether
confining layers or contaminant pathways can be correlated
between borings. In addition, it may be difficult to locate the
first water-bearing zone and properly place the screened interval
of the monitoring wells, which is necessary for a proper
determination of ground water gradient. The workplan revision we
agreed on in our telephone conversation, which calls for
continuously coring two boreholes rather than one, will help to
ease the above concerns. If Lincoln Properties Limited chooses
to proceed with the workplan including proposed revisions as they
stand, additional borings may be required to characterize the
geology in the areas where wells with "mud-logged" borings are
being installed. If wells installed in this phase of the
investigation are not screened across the water table, additional
wells will be required to provide water table elevations. The
other tasks of the workplan are adequate as proposed for this
phase of the investigation.
Please notify us at least one week before any on-site subsurface
work is started so that we have the opportunity to observe
procedures, and split samples of soil and ground water.
We request you submit the Technical Report including results from
this investigation, and recommendations for further work by 24
June 1988. This is based on the time schedule you proposed in
the workplan.
