Vorster: <br /> This letter is in response to your letter of October 16 , 1987, <br /> in which you request that our client, Lincoln Properties, Ltd. <br /> ("L.P.Ltd. ") submit an amended Technical Report to your office by <br /> November 6 , 1987 . Obviously, L.P.Ltd. has not met that deadline <br /> and, as I discussed with Bob Niblock by telephone on November 13 , <br /> 1987 , L.P.Ltd. is requesting an extension of that deadline to Decem- <br /> ber 31 , 1987. <br /> L.P.Ltd. has received their completed revised work plan from <br /> its engineers, Leedshill-Herkenhoff. However, as you know, <br /> L.P.Ltd. is not the only potentially responsible party in this <br /> matter. L.P.Ltd. is attempting to coordinate the financial partici- <br /> pation of the dry cleaners in the work plan process . As a condi- <br /> tion of participation of the dry cleaners, L.P.Ltd. is required to <br /> forward all work plans to the participating dry cleaners for review <br /> and approval prior to submitting the work plan to the State. <br /> Consequently, L.P.Ltd. has forwarded the revised work plan to the <br /> dry cleaners and is awaiting response. Upon completion of the <br /> review and any revisions which may be required, L.P.Ltd. will for- <br /> ward the work plan to your office. <br /> In addition, L.P.Ltd. is enclosing the analytical results of <br /> soil samples taken after destruction and removal of the building <br /> which housed Norge Cleaners. The results show contamination in the <br /> near surface samples . L.P.Ltd. will be conducting additional soil <br /> testing to define the problem. In the meanwhile, L.P.Ltd. , with <br />
