Lincoln Center Meeting -2- 22 July 3.987 <br /> (filled with concrete) . The water analysis of its contents done by EPA <br /> Method 601 showed the concentration of PCE was 24 ppm, TCE was . 13 ppm. <br /> Two other underground tanks were located at a paint store, and a <br /> hardware store. These have been removed. A soil analysis taken during <br /> removal of one of these showed a low level of TCE in the soil . <br /> Underground tanks which previously existed on-site contained gasoline. <br /> In summary, the discussions by Walker, Delucchi, and Cotulla indicated <br /> that the shallow ground water was contaminated with tetrachloroethene <br /> and trichloroethene, and that the source of these contaminants was the <br /> three dry-cleaners who have operated in Lincoln Center. <br /> After discussion of the problem, Vorster explained that the extent of <br /> the contaminated ground water needs to be defined, and that remediation <br /> will be needed. Since Lincoln Properties Limited is the property owner <br /> of Lincoln Center they are expected to intiate a ground water <br /> investigation. Vorster indicated a phased approach is acceptable, and a <br /> workplan detailing specific tasks of the investigation would be required <br /> from Lincoln Properties Limited using the following outline: <br /> TECHNICAL REPORT <br /> 1. SITE HISTORY <br /> -Proposal to document the history of the dry cleaners, and <br /> any other potential sources, focusing on the history and <br /> use of dry-cleaning solvents at the three establishments at <br /> Lincoln Center. <br /> 2 . EVALUATION OF EXISTING DATA <br /> -Summary of known information. <br /> -Identify data gaps. <br /> 3 . WORKPLAN FOR PHASE 1 OF GROUND WATER INVESTIGATION <br /> -Investigative rationale based on known information. <br /> -Further source identification. Identify any existing <br /> sources of contamination which may impact ground water <br /> quality at the site. <br /> -As-built details of sanitary and storm sewer on-site. <br /> -Startup of ground water investigation <br /> -Three monitoring wells required in this phase. Well <br /> construction methods and material and well development <br /> methods to be included in workplan. The vertical and <br /> horizontal locations of the wells must be determined using <br /> accepted land surveying practices. (Elevations to be <br /> determined to an accuracy of .01 feet. ) <br /> -Proposal for soil boring and sampling, or soil vapor <br /> survey. <br /> -Rationale for well placement required. <br />
