3.3 Surface Water Pathway <br /> Wastewater from the Lincoln Village Cleaners site was discharged into the municipal sewer <br /> system. Storm water runoff from the site enters storm drains along either Gettysburg Place or <br /> Benjamin Holt Drive. (3) The nearest surface water body, Fourteen Mile Slough, is between 1 <br /> mile and 2 miles southwest of the site. No drinking water intakes are along any surface water <br /> bodies within 15 miles downstream of the site (21). Several sensitive environments exist within <br /> 15 miles downstream of the site. These sensitive environments include habitats of several <br /> candidate species for federal and/or state listing as endangered or threatened.(27) <br /> The 2-year, 24-hour rainfall event for Stockton is 1.65 inches (28). The surface waters within 15 <br /> miles of the site may be considered fisheries for a variety of both warm water and cold water <br /> species of fish (29). According to the Federal Emergency Management Agency (FEMA) map of <br /> the area, the site is located between a 100-year flood plain and a 500-year flood plain (30). <br /> 3.4 Soil Exposure and Air Pathway <br /> Hazardous substances were generated and stored inside a secured building. No residents live <br /> onsite; however, 10 employees currently work at the site. The site is paved and no schools or <br /> daycare centers are within 200 feet of the site. (3) Approximately 118,000 people live within 4 <br /> miles of the site (31). <br /> 4.0 EMERGENCY RESPONSE CONSIDERATIONS <br /> The National Contingency Plan [40 CFR 300.415 (b) (2)] authorizes the EPA to consider <br /> emergency response actions at those sites which pose an imminent threat to human health or the <br /> environment. For the following reasons, a referral to Region IX's Emergency Response Section <br /> does not appear to be necessary: <br /> • All dry cleaning operations have ceased with the removal of dry cleaning equipment in 1992. <br /> No hazardous substances are currently being generated or stored on site. <br /> 5.0 SUMMARY <br /> Lincoln Village Cleaners is a dry cleaning business located at 501 Lincoln Center in Stockton, <br /> Calif. The business occupies the end unit in one of a number of buildings that make up a large <br /> shopping center known as Lincoln Village Shopping Center. The site has been operated as a dry <br /> cleaner since the shopping mall was built in the late 1950s. The business occupies approximately <br /> 2,500 square feet. <br /> The unfenced site is bordered to the northwest and southwest by retail space and to the northeast <br /> and southeast by a paved parking lot. Bordering the shopping center to the northwest is a <br /> residential area and to the northeast is Lincoln Grammar School. <br /> The site has been a dry cleaner operation since 1961. Site ownership was transferred from the <br /> original owner to the current owner in 1979. From 1979 until 1985, dry cleaning was performed <br /> using two separate machines. This use of separate machines for cleaning and drying clothes is <br /> known as a transfer system.
