APPENDIX E
SITE RECONNAISSANCE INTERVIEW AND OBSERVATIONS REPORT
Bechtel Environmental, Inc.
P.O. Box 193965
San Francisco, CA 94119-3965
OBSERVATIONS MADE BY: Trey Johnston and Tom Genolio DATE: April 7, 1993
FACILITY REPRESENTATIVE(S) and TITLE(S): Jack Alquist, owner
SITE: Lincoln Village Cleaners
EPA ID: CAD 981638430
A site reconnaissance was conducted at the Lincoln Village Cleaners site on Wednesday, April 7,
1993. The weather was cool and sunny and the temperature was approximately 65° F. The
Bechtel Environmental, Inc. (BEI) team, Trey Johnston and Tom Genolio, conducted the site
reconnaissance with Jack Alquist at 11 a.m. to gather information on the site location and size, site
history, processes used, and any hazardous waste generated, treated, stored, or disposed of on site.
The reconnaissance included a site tour during which photographs were taken.
The following information was obtained during the site reconnaissance:
Lincoln Village Cleaners is a dry cleaning business located at 501 Lincoln Center in Stockton,
Calif. The business occupies the end unit in one of a number of buildings which in tum make up a
large shopping mall known as Lincoln Village Shopping Center The site has operated as a dry
cleaner since the shopping center was built in the mid-1950s. The business occupies
approximately 2,500 square feet.
The unfenced site is bordered to the northwest and southwest by commercial offices, and to the
northeast and southeast by a paved parking lot. Bordering the shopping center to the northwest is a
residential area and to the northeast is Lincoln Grammar School.
From 1961 until 1979, Lincoln Village Cleaners was owned by Will Moser. It is not known how
Mr. Moser operated the equipment or how he disposed of hazardous substances generated in the
operation of the dry cleaning operation. In 1979, Jack Alquist and Dwight Alquist bought the
business and all of the dry cleaning equipment.
From 1979 until 1985, dry cleaning was performed using two separate machines. The use of
separate machines for cleaning and drying clothes is known as a transfer system. Clothing was
dry-cleaned and spun damp in a 40-pound Ametec dry cleaning machine, then transferred to a
different machine for drying.
PA Unwln Village Cleaner V (F) • SM E-1 Printed w 50% n3cycled paper.
